Welcome!
The Town of Cicero is expanding the Draft Local Waterfront Revitalization Program developed for the Hamlet of Brewerton to include the Town’s entire waterfront. This will include the Oneida River, Oneida Lake, and Chittenango Creek as well as the adjacent land areas.
This process is supported by funding provided by the New York State Department of State under Title 11 of the Environmental Protection Fund.
What is an LWRP?
LWRP stands for Local Waterfront Revitalization Program, a NYS program for working with communities to address waterway issues, improve water quality, manage natural areas, guide development, protect sensitive resources, promote public waterfront access, and provide for redevelopment of underutilized waterfronts.
Participating communities prepare a plan that outlines a vision and provides policies and a management structure to implement recommendations and projects for the Town’s waterfront and harbor areas.
Once an LWRP is approved and in place, municipalities are eligible for implementation funds through the Local Waterfront Revitalization Program to begin to implement identified and prioritized projects.
What’s the Process?
√ Form an Advisory Committee
√ Define the Waterfront Revitalization Area
- Identify and analyze existing conditions
- Develop a shared vision and goals
- Identify projects that support the vision, as well as potential funding sources
- Define policies and a management structure to implement the plan
- Send plan to NYS DOS for review and approval
- Town adopts the plan, pursues funding, and begins projects
The resulting document will have seven sections and supporting appendices. The draft document will be reviewed by the Department of State (NYS DOS) and will also be available for community review. There will also be a local law that will be part of implementing the LWRP.
Once the LWRP is complete and SEQR review is completed, it will be approved by NYS DOS and adopted by the Town.
