NY Forward
Welcome to Oxford!
Located on the Chenango River, the Oxford downtown area features a compact mix of uses, including seven parks, a library, schools, and a variety of small businesses. With a 2020 population of 1,330, the bedroom community is home to many who commute to neighboring university cities such as Binghamton, Cortland, and Ithaca. The Oxford Village Historic District contains 201 buildings and seven contributing structures listed on the National Register of Historic Places. Many of these buildings have been repurposed, including the village post office and library. The 2012 Oxford Vision Plan outlines goals for creating a walkable main street and activating natural and cultural amenities. The Village of Oxford is applying for the 2024 New York Forward Grant, which has the potential to provide $4.5 million for projects in the village core along the Chenango River.
What is New York Forward?
The New York Forward grant program specifically focuses on smaller downtowns that have lost major industry. It has the potential to bring a remarkable transformation to the Village core.
What do NYF Projects Look Like?
- Smaller projects focused more on building renovation and redevelopment and activation of upper-story rather than new construction
- Adaptive reuse; Fill in vacant spaces with businesses or housing before creating new
- Projects that elevate specific cultural, historical qualities that enhance feeling of small-town charm
- Vibrant commercial area that highlight cultural heritage through signage and historic markers

Potential Projects
The following projects have been formulated based on the 2012 Oxford Vision Plan, past community feedback and Oxfords 2023 New York Forward application. These projects and boundary are not finalized. Your input is essential to identify what projects should be prioritized. Please share feedback the NYF table at the Saturday Farmers Market or email OxfordNYF@gmail.com.

Historic Bank Building
The building currently houses the Village and Town offices, the Village Police Department, and the Village and Town Court. Plans include renovating the vacant third floor and installing an elevator to comply with ADA requirements.
Housing Rehabilitation – Improving Oxford Now
Local non-profit Improving Oxford Now will receive funding to expand their housing rehabilitation program.
Lafayette Park
The historic bandstand will be restored, ensuring future functionality.
Navy Island Block Building
This underutilized two-story building, located in the business core, will be transformed into a micro retail space. The upper floor, currently vacant, will be renovated to accommodate three apartment units.
Washington Park Improvements
Based on community input, additional recreation amenities, such as a playground or splash pad, will be considered for Washington Park.
Riverfront Park
The downtown riverfront park will be enhanced with additional amenities, including benches and a kayak launch, to activate the space.
Village Boat Ramp
The village boat ramp area will be improved to include kayak launches and other amenities, enhancing the riverfront green space.
Pedestrian Bridge over Chenango River
To increase connectivity and waterfront access, a pedestrian bridge will be constructed across the Chenango River at the south end of the village. This bridge will integrate with the riverfront trail system.
Traffic Calming & Streetscape Improvements
Streetscape improvements, including street trees, benches, wayfinding, and lighting, will be implemented alongside sidewalk repairs and expansions. Various traffic calming measures for Route 12, such as curb extensions and additional crosswalks, are being explored. These enhancements aim to create a pedestrian-oriented village core with a walkable main street.
Small Grant Fund
Gallery Three-Two-One Solar Panel Project
Long-standing pottery and gallery business will receive funding to install solar panels.
American Legion Post 376
The historic building that houses the legion will get cosmetic/structural upgrades in addition to improvements to ensure ADA compliance.
Oxford Historical Society Museum
Upgrades to the historic train depot will include a new roof, an improved security system, and ADA-compliant restroom facilities and entrances.
Blue Stone Golf Course Shop
Improvements to the entrance and shop at Blue Stone Golf Course aim to position the course as a regional destination.

In case you missed it…
On August 28th, 2024, the Village of Oxford held a New York Forward public meeting at 6 on the Square. Stakeholders share their vision and voted on potential projects to be funded through the NYF program. This feedback will be incorporated into the 2024 application.
