Hedley District Redevelopment Plan

The Hedley District is a planned mixed-use waterfront redevelopment project on the bank of the Hudson River. The District Redevelopment Plan capitalizes on Troy’s heritage of innovation, higher education, infrastructure, and riverfront downtown. The plan creates a vibrant economic community of businesses, shops, entertainment, lodging, residences, and recreation at the northern gateway to Troy’s downtown.

The Plan incorporates key site assets including ½ mile of Hudson River frontage, proximity to NYS Rte 5 and the re-emerging vitality of Troy’s downtown and neighborhoods. Over 400,000 square feet of commercial office space is planned, as well as a riverfront hotel, retail space, a parking structure, and market rate housing. The master plan includes an extension of the waterfront promenade north from the urban core to provide new pedestrian connections to previously isolated neighborhoods.


The vision of the Hedley District is to create a model of urban waterfront redevelopment based on the next generation of knowledge-based community.
