Hillside Development Standards

The gateway communities to the Great Smokey Mountain National Park were concerned that rapid development of their hillsides was unsightly and unsafe. Over a fast-paced eight months, Saratoga Associates worked closely with four independent municipalities and the County to develop regulations for hillside development, and to involve the public throughout. The process was designed to involve all sectors of the public in order to develop a workable consensus for hillside guidelines. The final Preferred Directions Report, guided by a four-goal vision, was developed to provide for practical and effective management of hillside ridgeline development.
