St. Lawrence Cement, City of Hudson & Town of Greenport, New York
St. Lawrence Cement proposed a major cement manufacturing facility in the scenic and culturally significant Hudson River Valley region of New York State. The project included numerous large industrial structures exceeding 200 feet in height and a preheater tower nearly 400 feet tall.
Saratoga Associates served as the applicant’s lead consultant on all visual impact and aesthetic mitigation issues for this highly controversial project, advising on interpretation of public policy and compliance with a myriad of governmental regulations. Saratoga worked closely with SLC and all federal, state and local regulatory agencies to design and implement creative measures that minimized or eliminated visual and aesthetic impacts in a manner that balanced economic development with environmental protection.
Creative mitigation alternatives included locating the relocating the facility behind a screening ridge, “pre-excavating” the plant site to lower the profile of visible structures, use of creative colors to blend structures with background landscape, minimal night lighting and development of a public park on the Hudson River waterfront.
