Cricket Valley Energy Center, LLC, Dutchess County, NY
Cricket Valley Energy Center, LLC proposed a 14.6-mile 345 kilovolt (kV) transmission line in a highly scenic portion of New York’s Hudson Valley. Several environmental organizations were challenged the project; arguing in large part, that the project would be detrimental to the scenic quality of the rural Dutchess County landscape.
On behalf of the project sponsor Saratoga Associates prepared a detailed visual resource assessment consistent with requirements set forth in the NYS Article VII siting regulations and NYS DEC’s Program Policy “Assessing and Mitigating Visual Impacts”. Using standard accepted methodologies, the assessment identified and evaluated dozens of visually sensitive resources. Viewshed analysis and photographic simulations illustrated the nature and degree of potential visual impact. In response to intervener challenges Saratoga Associates’ visual analysts provided written and oral testimony in NYSDPS administrative hearings.
In his decision supporting the proposed project, Administrative Law Judge Kevin J. Casutto wrote; “In evaluating the…opinion testimony, I find the testimony of the Applicant’s panel, with requisite formal visual assessment credentials, to be persuasive”.
