City of Corning, Corning, New York
The remarkably well-preserved historic Gaffer District in downtown Corning – complete with charming streetscape, restored historic buildings, and beautiful landscapes – was nonetheless struggling to maintain its economic viability.
The Gaffer District Market Position Plan provides a new strategy that better positions the downtown for economic growth. The Plan addresses key components of business retention and growth including branding identity, business recruitment, retail diversity, service and complimentary uses, as well as operational protocols that collectively increase traffic flow and create demand for expanded business hours. The Plan identifies physical enhancements for the downtown setting including infill development, streetscape aesthetics, parking access and wayfinding. To broaden the potential economic base, the Plan positions the district to respond to the multiple needs of tourists, city and regional residents, and the daytime work force.
Corning’s Gaffer District is now emerging as a vital retail, commercial and entertainment destination for New York’s Southern Tier. A greater diversity of business types has chosen to locate in the downtown and a steady schedule of events and festivals bring an active vibe to the “Glass City”.
