Saratoga Associates prepared a comprehensive Visual Resource Assessment (VRA) for a 90MW, 60-turbine wind energy project and associated 115kV transmission line. The VRA identified potential aesthetic impacts and provided an objective assessment of the visual character of the Project, using standard accepted methodologies, from which agency decision-makers can render a determination of visual significance.
The VRA included zone of visual influence analysis within a five-mile radius of the project boundary, as well as multiple photo realistic simulations illustrating project visibility. The VRA also evaluated the shadow effect of rotating turbine blades on nearby residences, the potential impact of aviation obstruction lighting on night sky conditions, and the cumulative effect of neighboring wind energy proposals on scenic resources.
